Wraps rule_tacc() without changing the rule or its change constraints.
Parameters remain explicit: there is no universal stock-specific catch level.
Arguments
- parameters
Numeric vector of the ten existing rule parameters, in order.
- reference_years
Optional reference years; if provided these must match the EM. The input is relative vulnerable biomass, in ratio units.
- target
Optional
mse_target(). If omitted, the mathematical rule accepts the EM's declared timing; no biological equivalence is implied.- id
Optional rule identifier, useful when crossing several HCRs and EMs.
