The specification is separate from per-simulation state. The first version
operates annually on data through the completed SS season, issuing a TACC
for the next modelled year. This is a simulation convention, not a guarantee
that real-world data processing and regulatory deadlines allow that lag.

Arguments
- id
Unique MP identifier.
- em
An estimation model specification.
- hcr
An HCR specification.
- fallback
"hold_tacc" or "error" on unusable estimates/advice.
- out_of_range
"flag" preserves the toy GP policy: extrapolation is
recorded but does not itself reject advice. "fallback" is a different MP.
