Summarise management and estimation performance for every EM-HCR combination

summarise_mse.RdReports scenarios separately, without assigning plausibility weights. Failed
EM fits remain in management outcomes; estimation metrics report their finite
sample sizes rather than silently treating fallbacks as successful estimates.
With truth="declared", each EM is scored against its own biological target.
Different target timings must not be interpreted as an identical estimation
task. Choose an explicit common truth column to assess signals as proxies for
the same management target; both declared and scoring timing are recorded.
