Summarise expanded MSE performance indicators — summarise_mse

Retains scenarios separately. Window summaries pool annual outcomes, with equal weight per iteration-year, and label the evaluation years explicitly. Probabilities at an annual observation are distinct from ever-crossing risk. No MSY-relative metrics are calculated. Zero-denominator relative TACC changes are undefined, retained as NA, and their valid sample size is reported.

windows: Named list of evaluation-year vectors.
